Olivia Wein is a senior attorney at the National Consumer Law Center (NCLC) focusing on policies and programs that protect low-income consumers’ access to essential utility services, including energy, water, and broadband service. She works on the federal Low Income Home Energy Assistance Program (LIHEAP), advocates for Weatherization and Lifeline programs, and intervenes in federal and state utility commission proceedings in matters affecting low-income utility consumer programs and protections. She also serves on the boards of the Universal Service Administrative Company and the National Energy and Utility Affordability Coalition, and she serves on the Federal Communication Commission’s Consumer Advisory Committee.
Olivia is a co-author of NCLC’s Access to Utility Service and co-author of The Rights of Utility Consumers. She also helped author the Water Affordability Advocacy Toolkit, Protecting Seriously Ill Consumers from Utility Disconnections: What States Can Do to Save Lives Now, and the IRA Home Energy Rebates State Program Design Recommendations.
Prior to joining NCLC, Olivia was an Economic Justice Fellow at Consumers Union in Washington, D.C.
