The purpose of this regulation is to specify the content and location of, and other requirements for, the certification label to be affixed to motor vehicles to address certification-related duties and liabilities, and to provide the consumer with information to assist them in determining which of the Federal Motor Vehicle Safety Standards (part 571 of this chapter), Bumper Standards (part 581 of this chapter), and Federal Theft Prevention Standards (part 541 of this chapter), are applicable to the vehicle.

This federal regulation specifies performance requirements for identifying numbers or symbols to be placed on major parts of certain passenger motor vehicles.  The purpose of this standard is to reduce the incidence of motor vehicle thefts by facilitating the tracing and recovery of parts from stolen vehicles.
