HUD Form 52720B, Adjustment for Changes in Utility Consumption and Rates

This is an older version of a HUD form used to compute the operating fund Calculation and delta for public housing.  This information is required by 24 C.F.R. pt. 990. HUD makes payments for operation of low-income housing projects to PHAs. The Operating Fund determines the amount of operating subsidy to be paid to PHAs. PHAs provide information on the Allowable Expense Level (AEL), Allowable Utility Expense Level (AUEL) and Other Costs for the major Operating Fund components. HUD reviews the information (Operating subsidy calculation) to determine each PHA’s share of the total operating subsidy funds appropriated by Congress each fiscal year.
