They levy steep fines and fees and often partner with private corporations that profit by trapping people who cannot afford to pay in a cycle of poverty. This panel will explore the use of innovative legal theories to stop these unlawful practices and seek monetary damages to redress systemic deprivations of constitutional and consumer rights.
