Kirsten E. Keefe is a Senior Attorney with Empire Justice Center and Director of the Anchor Partner program for the NYS Office of the Attorney General’s Homeowner Protection Program (HOPP). Kirsten has worked on behalf of distressed homeowners and neighborhoods for over fifteen years and engages in policy and legislative advocacy regarding foreclosure and homeownership issues, accountability in higher education and student lending, and strengthening consumer protections laws. Kirsten was recently appointed to a three-year term for the New York State Department of Financial Services’ Consumer Protection Task Force. She has closely worked on a number of bills which have become law in New York State. She serves on the Albany Law School’s Government Law Center’s Advisory Board and New Yorkers for Responsible Lending’s (NYRL) steering committee. She also is on the loan committee of the Community Loan Fund of the Capital Region CDFI and is a member of the Board of Trustees for Catholic Charities of the Diocese of Albany, NY. Kirsten started her work with homeowners at Community Legal Services, Inc. in Philadelphia, PA. She has served on the Consumer Advisory Council of the Federal Reserve Board, and Board of Directors for the National Association of Consumer Advocates (NACA). Kirsten has taught consumer law at Temple University Beasley School of Law, guest-lectured at other universities, authored several articles, and conducted numerous trainings on foreclosure defense. Kirsten received a B.A. from the College of the Holy Cross and a J.D. from Beasley School of Law at Temple University. Prior to law school, Kirsten served as a U.S. Peace Corps volunteer in Thailand.
