Kristina “Tina” Rosales has over five years in housing litigation, academia, and local, state, and national policy advocacy on behalf of tenants. Tina is an author, trainer, and speaker on housing justice issues facing tenants.



Currently, Tina is a Housing Policy Advocate with Western Center on Law and Poverty (WCLP), where she advocates for tenant's rights, access to fair housing, anti-displacement policies and rights for people experiencing homelessness in the California legislature. Tina partners with grassroots and community organizations to combat housing discrimination, ensure fair rents, and increase procedural protections for tenants throughout the state. Tina also advocates for fair access to the civil legal system for indigent clients. She utilizes her position in the state capitol to support safe, stable, and affordable housing for all.



Prior to joining WCLP, Tina was a staff attorney at Neighborhood Legal Services of Los Angeles County where she was on the Lawyer’s Preventing and Ending Homelessness project, providing full-scope representation for tenants with low incomes and disabilities facing unlawful detainers. She then transitioned to the SCALE team where she worked on affirmative litigation on behalf of tenants, developed the first comprehensive unlawful detainer training for new staff, and engaged in housing and homelessness policy advocacy. Tina was also an Associate Professor at Loyola Law school where she co-taught the Landlord Tenant clinic.



Tina began her legal career at the Legal Aid Foundation of Los Angeles providing direct services to tenants on the Eviction Defense team. Tina is a 2020 alum of the Shriver Racial Justice Institute where she expanded her practice to focus on the intersection of housing justice and race. She is co-author of Mental Health and Homelessness in the Wake of COVID-19: The Path to Supportive and Affordable Housing, U.C.L.A. Discourse Law Review, among other writings.



Tina was born and raised in San Francisco, C.A. She obtained her J.D. from U.C Hastings College of the Law with an emphasis on social justice and obtained her B.A., cum laude in criminal justice from Sacramento State University. Tina enjoys spending time with her puppy son, traveling, and dancing.
