Sarah Somers

Sarah Somers is Legal Director of the National Health Law Program’s (NHeLP) Chapel Hill, North Carolina office. As Legal Director, she has responsibility for implementing and overseeing the organization’s legal and policy strategy. As an attorney, she specializes in litigation and litigation support intended to advance access to quality health care for low income and other underserved people.  Working with health and poverty law advocates across the country, she engages in litigation, research, writing, and training. She has represented low-income clients in federal and state courts around the country. Her areas of expertise include the Medicaid program, Medicaid managed care, Medicaid services for children, the Americans with Disabilities Act, and the Affordable Care Act. Her publications include A Guide to Oversight, Transparency, and Accountability in Medicaid Managed Care (co-author) (March 2015); National Health Law Program and The Network for Public Health Law, Model Managed Care Provisions: EPSDT Vision and Hearing Services (co-author) (August 2015); CMS, EPSDT – A Guide for States: Coverage in the Medicaid Benefit for Children and Adolescents (co-author and collaborator) (June 2014). She is also a co-author and co-editor of An Advocates Guide to the Medicaid Program (May 2011, update forthcoming 2024).  Recent articles include Medicaid’s Gold Standard Coverage for Children and Youth: Past, Present, and Future¸ Annals Health L. & Sci. (co-author) (Summer 2021) and The Supreme Court Reinforces Barriers to Court Access; Cases from the 2019-2020 Term, 13 NE. U. L. Rev. 575 (co-author) (Spring 2021). Before coming to NHeLP, she worked for the Native American Disability Law Center on the Navajo Nation, where she represented children in special education and Medicaid cases. She is a graduate of the University of Michigan Law School (JD), Gillings School of Global Public Health at the University of North Carolina (MPH), and Wellesley College (BA).
