Cramming is the placement of unauthorized charge on customer bills. A 2011 Senate Commerce Committee staff report found that phone companies placed approximately 300 million third-party charges, amounting to around $2 billion in charges each year, on landline phone bills, and that most of these charges were unauthorized.510
