13.4.2.3 Other Federal Debts
Federal agencies have special administrative powers when collecting debts.222 These include the power of administrative offset of debts against Social Security and certain other otherwise exempt federal benefits.223 Furthermore, there is a special statutory exemption scheme that applies when a federal agency litigates a debt in court.224 These rules are discussed in Chapter 10, supra.
