13.4.2.3 Other Federal Debts

Federal agencies have special administrative powers when collecting debts.²²² These include the power of administrative offset of debts against Social Security and certain other otherwise exempt federal benefits.²²³ Furthermore, there is a special statutory exemption scheme that applies when a federal agency litigates a debt in court.²²⁴ These rules are discussed in Chapter 10, supra.
